I have not seen HMGs 21 points Mandate but if he really going forward reforms he must include these points:

1. Abolish concept of Cast System - By appointing Mul Purohit from so called "Dalit" infact they should not call them Dalit. Race wise they are all from same race. We need to make reform on our state's religion begining to accept them equally.

2. Establish National University for to study all national languages that were left out by current academic institutions - there are still lively spoken languages in country by indigenous people they are gurung, tamang, rai, limbu, sherpa, thakali, tharu, dhimal, etc etc...these are national and international treasure to be preserved.

3. If state is collecting wealth from corrupt leaders, beaurocrats and state employee start from Panchaati era also do not spare the royals family and it's connected members as well. The formula for wealth calculations is very simple Salary times number of months served for government services, anything above from total needs to be collected. It is fare for them because still they will have plenty because this formula don't deduct their living cost.

If you implement only these three points mandate from people of Nepal, they will start accepting you for some time being.
