 PE exam for Electrical

I'm planning to appear for the PE (Electrical) in the state of Texas.
I did my engineering from REC India and had worked for 15 years in Nepal
and have been working since last 2 years in USA. I'll try to get weaver for FE/EIT.
 

1. The application has open-book ETHICS test. I could not get any book realted to Ethics - for question answer purpose.
2. Is accrediation required for the REC degree?
3. Suggest books (confused by the lots of reference books in the internet)

How do we get weaver for EIT? Can you pls share.I want to try that too...........
