ITAHARI, Oct 17 - A group of Maoists severely beat up 50-year-old Kalimuddin Miya of Madheli-8 in Sunsari, in connection with land and property partition issue with his son, Sunday.
According to locals, the Maoists--Ramjaan, Akar, Wakil, Ramul, along with others--thrashed him with bamboo and rubber sticks during a meeting that was called to settle the issue. "They forced me to obey my son's stance and beat me badly when I said I wouldn't," said an injured Miya. Meanwhile, National Human Rights Commission's regional office in Biratnagar began its probe on the incident, acting upon a complaint filed by Miya.

Nepal: Maoist Militia Torture Man to Confess Murder of Living Wife

Kathmandu, October 18: A group of Maoist militiamen have inflicted torture on a man in Kavre, forcing him to confess murder of his own wife who is still alive and fine.
The militias abducted 44-year-old Man Bahadur Tamang from his home village in Dolalghat-1 on Saturday and tortured him overnight at a house in Teenpiple, Panchkhal, forcing him to confess that he had killed his wife.

His 16-year-old son, Nirmal, was also taken away and beaten at a separate room, report reaching here said.

Villagers said the militia had abducted Tamang along with his second wife Chitra Kumari and son Nirmal, after he had a tiff with his first wife Dolmaya five days earlier (Oct 10).
Dolmaya went to her uncle's place after a tiff with her husband but the militiamen forced him to confess that he killed her. "I couldn't bear the torture, so I confessed that I killed her after a tiff," Tamang was quoted by Kantipur daily as saying at a police station in Dhulikhel.

He said he was tortured and whipped by door-rod, with both his hands tied backward. Eyewitnesses said they saw bruises in the bodies of Tamang as well as his son.
The newspaper also quoted Dolmaya as saying that she had frequent disputes with her husband after he married a second wife two months back. She said she heard over the radio that Maoists had caught him and forced to confess having killed her.

"Soon I contacted the Maoists but they held me too and handed to the police," she said. Police released all the family on Monday. A Maoist district secretary said Tamang might have suffered torture in course of investigation.

Mahara says 'donation collection' will continue

Coordinator of the Maoist talks team Krishna Bahadur Mahara has said they would continue 'collecting donation' until elections for the constituent assembly are held.

Speaking to reporters in Narayangarh, Chitwan on Thursday, Mahara said since the country has two parallel government at present, donation and taxation from their side was necessary for sustenance of the 'people's government'. He said such activities would continue till a single government is formed.

He claimed that the King would begin to play once the Maoists laid down their arms but also stressed that their arms would never be an obstacle in the peace process in the country. The seven parties would face difficulties if the king becomes active, he said and urged the seven parties not to stress on disarming the Maoist combatants.

He further said Maoists are ready for more flexibility if the seven parties are ready to restructure the Nepal Army.

Mahara, who had reached Chitwan on Wednesday to inaugurate the fifth national conference of the Maoist affiliated All Nepal Farmers Association, hinted that summit talks could be held before Tihar to sort out the remaining differences among the parties and adopt an interim constitution. nepalnews.com ia Oct 19 06

Maoists force foreign climbers to pay tax

SANKHUWASABHA, Oct 19 - Even the foreign trekkers are not exempted from paying tax imposed by the Maoists. The Maoists, who have continuously paced collection of tax from the locals up in the recent days, forced some foreign climbers to pay tax to them at a rate of Rs 5000 per head.
The Maoists at Naba Gaun, Makalu VDC-6 of Sankhuwasabha, collected tax from foreign climbers who were en route to scaling the Mt Makalu – the fifth highest mountain in the world.

According to villagers, the area-level Maoist activist Dorje Sherpa forced the foreigners to pay tax.

The Maoists till date have forced 40 foreigners to pay tax at a rate imposed by them.

Maoists suspected of killing youth after abduction

KATHMANDU, Oct 21 - Family members of a youth who was abducted by Maoists on October 3 and has remained missing till date, suspect the Maoists have killed him. The Maoists, however, claim they released him the very next day after his abduction.

Family members of Arun Sunuwar, 19, in a press conference, organized on Friday in the capital, asked Maoists to immediately hand over Sunuwar either alive or dead to them.

"If my son has committed any mistake, action should be taken," Tara Bahadur Sunuwar, father of missing Sunuwar said.

Maoists had abducted four youths, including Sunuwar from Jorpati as they were shouting in a drunken stupor following the Dashain festival.

Of the four persons abducted - Mahila Tamang, Sete Tamang and Sandesh Dhungel were released the following day, only Sunuwar was not. The released youth also said they were taken to a valley carpet office and tortured with their eyes blindfolded and their mouths stuffed with clothes. The Maoists have been using the carpet office located near Chamunda film hall as their temporary office.

Sunuwar senior also said he had found his son's sandals on October 5 near the carpet office.

Meanwhile, the National Human Rights Commission (NHRC) has made public the names of 15 persons abducted by Maoists on various dates in the past. The list includes Sunuwar's name also. A press statement issued by the commission said Maoists have abducted Kiran Silwal, Mangal Tamang, Umesh Shrestha, Sarala Subedi, Raju Shrestha, Kamal Gurung,

Babi Gurung, Indra Bahadur Chhetri and Bharat Tamang. Similarly, Bhimsing Gurung, Rajesh Shrestha, Lal Kumar Shrestha, Narayan Shrestha and Arun were also abducted by Maoists. The commission has also urged Maoists to immediately release all the abducted unconditionally.

It also said Maoist activities have violated human rights and humanitarian laws.

Likewise, the Maoists today abducted Mukunda KC and Bharat Lama - Nepali Congress (Democratic) cadres from Mahankal of Kathmandu. The NC-D, in a press statement, has urged the Maoists to immediately release its cadres and respect the ceasefire agreement.

Maoists abduct 16 in Nepa

KATHMANDU: Maoists in Nepal have abducted 16 people, including seven party workers of Nepali Congress (D), in two separate incidents, police said.

Seven workers of the Nepali Congress (Democratic) were abducted from Budhanilkantha, 12km north of Kathmandu, yesterday, party sources said adding one of those kidnapped Raju Shreshtha was beaten up before being taken away.

The Maoists also abducted four women, two men and three minors from Balkhu area on Thursday morning on charges of their involvement in drug peddling, police said.

However, later in the evening they were handed over to the police.

The Nepali Congress (Democratic) in a statement condemned the abduction of their cadres by the guerillas. Serious attention of the Maoists is drawn towards these kinds of incidents, flouting the ceasefire code of conduct, at a time when the peace talks are underway, the statement said.

The party has also urged the rebels to make public of the abducted and release them immediately.

Man dies in Maoist captivity

A man taken hostage by the Maoists since one week in Jhapa district has died in captivity under mysterious circumstances.

Gopal Rajbansi of Arjundhara in Jhapa, who was taken into custody by the Maoists on October 15 on charges of “theft and criminal activities”, was found dead on Sunday at a house in Bahundandi where he was kept, according to reports.

The Maoists have claimed that Rajbansi poisoned himself and died. The rebels refused to hand over Rajbansi’s dead body to his family and performed his last rites themselves.

Independent inquiry into the case is yet to be initiated, reports further said.

Property worth Rs. 7 lakhs looted on Laxmipuja

KATHMANDU, Oct 22 - Armed robbers looted property worth Rs. 7 Lakhs from a home at Kapan in the capital during the Laxmipuja festivities. The incident occurred at around 12:45 in the morning today.

According to sources, a dozen masked men brandishing khukuris and iron rods, made off with 40 tola gold, Rs 50,000 in cash and 5 set of watches and a mobile set, put on display for the Laxmipuja festival, from the home of one Tirtha Maya Pradhan at Saraswatinagar.

The looters, after overpowered the family members, managed to make a getaway within half an hour of breaking in, the police said.

The news comes amidst the yesterdays citizen arrest by the Maoist affiliated Newa Mukti Morcha, which arrested over 70 members allegedly associated with organized criminal gangs in Kathmandu valley in the last three weeks.

WFP to provide food to Maoist fighters

The United Nations World Food Programme (WFP) has floated a proposal of providing food to the Maoist fighters during the transition period.

The Kantipur Daily quoted newly appointed residential representative of WFP Richard F Ragan as saying that the food will be available for the short term or long term.

He further informed that there was policy related agreement to provide food to the people returning home following the peace process and armed groups after disarmament. Family members of such groups also fall in the category of receiving assistance.

UNHCR, World Health Programme, WFP, Food and Agriculture Organization and Save the Children Fund are assisting in the process.

Ragan further informed that over 225 thousand people of 10 districts of mid and far western development region benefited from the emergency food supply programme of WFP.

He further informed that they are visiting eastern and western terai regions to assess the situation of fall in the production of food in the region, adding, "We will decide further assistance after the study."

He further said that they will continue assistance to the Bhutanese refugees if they returned to Bhutan and added that they had informed it to the Bhutan government. nepalnews.com pb Oct 23 06

Five civilians critically injured in explosion in Kaski

In yet another tragic incident involving the Maoists, five people were critically injured when explosive left behind by the rebels went off in Sardikhola VDC-1 of the western district of Kaski Tuesday afternoon.

Journalist Sudarshan Ranjit who visited the explosion site at Bajhakhet area told Nepalnews that the blast occurred inside a house at around 12:00 this afternoon. All those injured in the blast were local residents.

One Ram Chandra BK lost both of his legs in the blast while four others identified as Khagraj Gautam, Bishnu Gautam, Yam Gautam and Bharat Gautam sustained serious injuries below their waists. A two-storey house belonging to Keshav Gautam was destroyed in the blast.

It is not known how the explosion occurred. The injured persons have been undergoing treatment at the Manipal Teaching Hospital in Pokhara.

Ranjit said quoting Maoist district secretary, Karan who visited the hospital to see the victims, assured that the Maoist party would bear the cost of treatment of all the injured persons.

Despite calls from national and international human rights groups and civil society organisations, the rebels continue to engage in abductions and extortion around the country—in violation of the ceasefire code of conduct signed with the SPA government. Maoist cadre Binaya was injured, when local people beaten him at Kakadbhitta, after the rebels misbehaved at the Dhaka hotel.

Maoists have been continuing their excesses like extortion, abduction, murder and collection of donations despite the ceasefire code of conduct signed by them and various agreements reached wit the ruling seven party alliance.

Locals beat Maoists for seizing money

In Arjundhara 2, Jhapa, locals retaliated against six Maoist cadres after they seized cash from people playing cards in the house of one Gopal Dawadi Tuesday evening. Among those beaten up were Maoist cadres Sunny, Bikram, Bhikham and Ratna. The locals kept three of the cadres in their custody throughout Tuesday night and handed them over to Area Police Office, Sanischare, Wednesday morning. Later, Maoist cadres Dipendra and Nishana, who had arrived to settle the dispute, had to be taken in custody by police for their security after infuriated locals tried to attack them as well, according to sub-Inspector Durga Khanal.

Locals gheraoed the police office Wednesday morning and closed Sanishchare market throughout the day. Maoist commander Nishana accepted that Maoist cadres had made a mistake. An all-party meeting, including representatives from the seven parties, are trying to sort out the issue.

Similarly, in Kunwarkhod in southern Jhapa, locals captured three Maoists who had seized Rs 4,000 from locals playing dice Tuesday morning. The Maoist cadres were captured Tuesday evening when they returned to play Deusi. Eleven Maoists managed to escape. Locals, including Sante, Bharat and Mukhmel Rajbanshi were injured in the scuffle.

On Wednesday morning, the locals and Maoists again came to blows during a meeting organized to settle the issue. Maoist cadres Nishan, Sushil, Rakesh and Nirmal were injured, while five others fled. After the incident, a large group of Maoists have taken control of the market inspiring fear among locals.

Maoists abduct NA soldier

UDAYAPUR, Oct 26 - A group of the Maoist rebels abducted Nepali Army (NA) soldier Krishnahari Katuwal, a resident of Taraghari in Katani VDC-2, from the district headquarters Gaighat, Thursday afternoon.

Katuwal was returning to local Nandabox Battalion of the NA after celebrating the Tihar festival at his home village.

According to eyewitnesses, the Maoist group forced him to get down from the bus he was traveling in near the Triyuga River and took him to an undisclosed location before blindfolding him.

The NA's Colonel at the Battalion Dr Prem Singh Basnyat said that Katuwal was freed just on Wednesday night by the Maoists shortly after his abduction from his house the same day.

Katuwal's family source said that the rebels had been pressurizing him to quit the job and to join their militia.

Meanwhile, our Khotang correspondent said that an NA soldier Dinesh Rai, who was abducted by the Maoists from his home at Dumli in Chiuridanda, came into contact of the NA barracks at Mudhe.

He was reportedly taken away by a local Maoist brigade commander, Dhiren Budhathoki, as he had gone to his village to celebrate the Tihar festival on Tuesday.
