Furke bro.. i don't think GC can bring dependent to US.. i am sorry if i am wrong.. only citizen can apply i guess hai.. lets see what others say about this..

the best way i think is for the GC girlfriend to go to Nepal, get married, get marriage certificate, come back without the husband, file I-130.

nowadays the green card for spouse of greencard holder is about  8 months waiting period.They are processing I-130 filed in january 2010.

F1 can have F2s

How long before the girl is illegible to apply for naturalization. That would be the best bet and lot faster, depending upon the fact that girl does not have long time before she qualifies to apply for citizenship.naturalization. Otherwise lots of delay and hassle.....

Here is what i know:

As said above there's a long wait for GC holder to bring their spouse in the US. But since last few months the wait time has significantly decreased and as per current processing time of DOS (Department of States) the F2A (family preference #2 category visa for spouse of LPRs) processing time per October visa bulletin is Apr. 2010 meaning there is 6 months back logged, but these can be retrogressed in the future. 

The table below shows the current cut off dates for family preference category:

If your friend gets F1 visa and get married here in the US, his wife always can file I-130 for him. The processing time for I-130 is 5 months these days (for all four service centers).

So, according to the current wait time it takes up to 5 months to get I-130 approved and another 5-6 months for visa to become available in his case, after that he can apply for the immigrant visa. BUT REMEMBER THESE PROCESSING TIME CAN CHANGE IN THE FUTURE.

Brothers and Sisters of US citizens fall under category 4. The current wait time for that category is 9 years (almost). For Philippines it's 19 years OMG :O

If your siblings are unmarried and under 21 yrs. of age then it would be much quicker if your parents apply for them after they get their GC. It's spouse and children of permanent resident; category F2A.

If your siblings are unmarried but 21 yrs. of age or older then it's F2B (Unmarried Sons and Daughters (21 years of age or older of permanent residents): As you can see on the table they are currently processing application filed on or before 01 APR 05 in this category.

Married sons and daughters of citizens fall under category 3rd.
